In 2006, the Department of Education, Science and Training (DEST) undertook an internal evaluation of the Industry Skills Councils (ISCs). DEST then contracted Business Group Australia to provide an independent perspective on the ISC Evaluation Report recommendations and suggest possible new national structures for industry training advisory arrangements. This perspective is set out in this report. A broad analysis of the DEST report is provided and principles for new Industry Advisory arrangements outlined. Issues covered include naming the new arrangement, its functions, structure, relationship with other bodies, monitoring arrangements, funding, and broader issues relating to Training Package processes.
